The behaviour that the Operator wants will vary from one service composition to another: the rules for what to do with a charging-related service are likely to be different to those for a post-paid service aimed at enterprises, for example. A Service Broker will allow the Operator to specify the rules for how the composition is to behave for each composition, so that they get the behaviour that is consistent with the SLA for that service and that they require. Service Brokers are delivering a service (by using existing assets on SCPs and Application Servers, plus adding new functionality), so each service composition requires its own SLA and behaviour.
